I have the honour to acknowledge the re-

ceipt of your Despatch No. 105 of the 24th. of March, and in

reply to paragraph 2 to state that the actual value of the

American one cent varies between 2 and 24 cents of the Silver

Dollar and the Postmaster-General therefore suggests, in which

suggestion I concur, that 3 cents should be fixed as the

pecuniary equivalent for the purpose of the proposed Parcel

Post Agreement with the United States of America.
